时代背景
社会媒体技术的发展及应用的普及化，
知识不再由少数人进行生产与传播 ，每个人都是知识的生产者，进化者和传播者。因此， 知识的形态在发生改变，知识不再是固定的、静态的，而是具有情境性、动态的、发展的，教师不再是知识的权威。向学习者传递固定的学科知识已经难以满足当代个体发展和社会对人才培养的需求。面对复杂的、不确定性的未来，学习者该如何学习 呢？如何为学习者创造适宜的学习环境呢？

支持联通主义学习的社区——学习元平台（http://etc.edu.cn/）
学习元 (Learning Cell) 是由北京师范大学教育技术学院余胜泉教授团队自主研发的、 支持泛在学习的学习资源组织模型,实现了社会认知网络的建构。
“学习元”是适应泛在学习环境的一种新型学习资源组织方式。它具有生成性、开放性、联通性、可进化发展、智能性、内聚性、自跟踪、微型化等基本特征,关注学习者群体智慧的共享和学习工具的共享，是泛在学习理念的具体体现。
学习元平台是“学习元”理念具体的Web 应用实现。包括学习元、知识群、知识云、学习工具、学习社区等五大功能模块。
学习元平台支持不同角色的参与者对学习元进行创建、修改和增减等。
形成社会知识网络
通过人与人、人与资源之间的交互，学习元不断进化
